9500 Password Recovery

I have been able to find some documentation on doing a password recovery for a catalyst 9500 but they do not seem to work. I am able to interrupt the boot process, I will type "switch_ignore_startup_cfg=1" but it doesn't seem to ignore the startup config. Any help would be appreciated.

Is it possible the password recovery disabled on the switch?

Hello,

Thank you for looking into this for me. When I was trying to load* "boot
flash:packages.conf"* I would receive the error message* "attempting to
boot from (flash:packages.conf)(interrupted)"*. One of my networking
engineers used* "boot bootflash.config" *and it worked just fine.

When you guys did the password recovery does it wipe the current config on the device?
