Ping time is a measurement of time from sending a special packet to another host and getting a response. What's acceptable is dependent on the application, but one component of latency that can not be overcome is physical propagation time; about 200,000 km/sec, or about 200 ms (best possible theoretical case) to the other side of the planet.
