what does the below mean for gig 1/1 on cisco 6500?

Admin status = UP  while the operation Status = Down

Hello Ibrahim,

it means that the port is enabled ( no shutdown command is present) it passed power on self test, but line protocol is down

Likely or nothing is connected to it or there is an issue in negotiation of speed with the other device

yes modern recommendation is to use autonegotiation on GE ports
