broadcast storms in a Cisco Hierarchical Local ARea Network COnsisting of Cisco 6509 as Core , 4507 as distribution and 2960 as access switch.

We have cisco C6509 as Core Switch, 4507 as a Distribution switch and Cisco 2960 & Juniper EX2200 as Access Switch. We configured storm-control commands on each of access switches and as well as on 4507 ports where access switches are connected. But when there is any broadcast arises from any workstation connected to access ports it in turns makes the distribution switch's cpu 99% and in some cases it affects the core switch 6509's cpu 99%. We are suffering a lot from this type of problem repeatedly. What are the preventive measures to get rid of this problem.

what values of storm control you configured? can you share the config? do you have Mac-Flapping on switchs?
