Looking at C9300LM-48U-4Y for a customer. Fixed uplink and datasheet shows 25G. I can't find in the datasheets if it is backward compatible to 10G and 1G. The C9300X-NM-8Y module shows 25G/10G/1G in the datasheet. Would the C9300LM be backward compatible to anyones knowledge?

The uplinks are Fixed 25G only.

Raise a TAC Case.
I am very sure that is a documentation "bug". Those ports are meant to support SFP/SFP+ as well as QSFP.
