Can access privilege mode but not able to access configuration Term

I have a 2960 Cisco Series Switch can access privilege mode. Then unable to access the switch in configuration terminal command. How can i get back into config T mode so, can change the configuration of the switch.

 You can nagivate from privilege mode to configuration terminal by using the command "config t" and you can return to privilege mode by using the command "exit".

I agree that is how it should work.  when type the command "config T" nothing happens!  It just stays in privilege mode.

Are you using local user or tacacs user?

using tacacs user

A tacacs user can have specific command restrictions.

Even without tacacs, if you're not priv lvl 15, commands can be restricted too.
