Can we use catalyst 9800-CL as a switch? If yes, can we use a same image for both switch and wlc ?

No you can not use 9800-CL as SW

And sorry again 9800-CL is not same as embedded WLC.

This WLC is virtual add to cloud.

No, 9800-CL is a dedicated wireless lan controller and can not be used like a regular switch, you can configure vlans and SVIs. But it can not be used as a switch in a traditional sense.
