We purchased a few refurbished C9300-48P-E with device licenses. Installed Cisco IOS XE is 16.8.1a.

I don't dare to update because i'm afraid of losing my licenses.

Starting from Cisco IOS XE Fuji 16.9.1 the Right-To-Use (RTU) licensing mode is deprecated, and the associated license right-to-use command is no longer available on the CLI.

Is it possible to upload the existing licenses to the Smart account? What is the best practive?

I opened a Cisco support case and they fixed everything. Licenses were not provisioned to our SMART account.

Upgrading the IOS should not change the license level you have.

Below message is because the command has been deprecated and should not have anything to do with the existing license you have.

I upgraded and obviously my license is gone now.

I already installed Cisco Smart Software Manager satellite Enhanced Edition and tried to connect the switch but this does not work because the license is not available in my SMART Account.

Sorry this was the wrong output.

SSMS reports "Insufficient Licenses". How can I solve that?

My supplier told me that the licenses on refreshed devices are linked to the device itself. That's why they are booked to my SMART account. Is that information correct?

If you want to avoid Smart Licensing features, then stay away from 16.9.1 (and later).
16.6.X, 16.9.X and 16.12.X are deemed as "long life" versions.
Most important of all, read the Release Notes very carefully.
