before adding it to the local network , you could make a startup file add it to flash with all the ports shutdown in the config
can be done as a text file, add it to flash copy from flash to startup and copy from startup to running config , config will take with all ports in shutdown state , use notepad .txt then name the file as .cfg before its added to flash then do the copy bit , that should work , you could use EEM to and delay it but that might get bit complicated if not familiar with it
