It's just  a name assigned to subsequent versions (only)

No, they are not the same.

They have different version numbers.

Please advice on this ?

I have upgraded the firmware to many switches, routers & WLC and I have never done that.

"Is it suitable to upgrade the Cisco IOS software from [Gibraltar] version 16.12.4 to [Cupertino] version 17.9.5?"

The two reasons to upgrade:

1) installed version has gone EoL.

2) need/desire feature(s) only available in newer version.

Either apply?

BTW, reasons to update:

1) fixes bug that's causing you an issue.

2) (in theory) avoids bumping into a fixed bug.

The update reasons might also be used for upgrade reasons too, but any change in software might introduce new bugs.
