I'm planning to upgrade from 16.9.4 to 16.9.5. I don't care about ISSU since I'm doing it during a maintenance window. Has anybody performed this before?

1) Copy the image to the primary sup engine
2) Use the following command: install add file bootflash:filename activate commit
3) The switch will automatically copy the image from the primary sup engine to the secondary.
4) The upgrade process will continue and eventually reboot then it will be finished.
Step 3 is what I'm looking to confirm. I'm used to the old days where you had to manually copy the image to both sup engines. Any feedback would be appreciated.

The switch will automatically copy the image from the primary sup engine to the secondary.
No, it is not done automatically. You would need to do it manually form primary sup to secondary.
example:
copy bootflash:<ios> stby-bootflash:<ios>
