Cisco Image Question

We have a switch that requires an IOS upgrade but is in another country.  When I went to download the IOS image it asked a few questions and then mentioned that if your equipment is in one of these countries you are required to get approval due to encryption inside the image.  Does that apply to just loading the image onto the device as well as exporting the image or just if you were going to export the image?  Since the device is already at the location I don't think this classifies as exporting it but am not 100% sure.  If anyone knows that would be appreciated.

May not just be about export , it can because your using encryption in a country that does not allow it or isnt supposed to have it ie china , iran etc
do you have a trade compliance team i would check with them internally , just incase your not supposed to use a K9 locally
