Cisco Unity Licensing issue

We are using Cisco Unity Connection version: 1.2(1) SR2. We have 700 perm licenses, user count of 650. When trying to add a new mailbox a 'License Violation' error occurs. The math is easy, why are we not able to utilise the 50 spare licenses?

In order to resolve the licensing problem, install a license that includes the LicRegionIsUnrestricted tag.
