if the standby switch was already in vss mode then yes you can re activate it- Otherwise my understanding is no you cannot just attach a new switch and then create the vss.
When you establish a vss the switches default their configuration and both require a reload, then they come back as a vss stack as active/standby modes with the vsl link monitoring either switch.
The sequence when a vsl failure occurs and Dual active detection is enabled would consist of the active switch going in to suspend mode and the standby switch going active and as/when the vsl link is reestablished the now suspended switch will reload agin and become the standby switch
