i have the same thing on 7.1.3
CNR and backup running without problem - CPE with a new connect string shows up and suddenly both CNR and backup go down and i can't start them back up
on both i get
nrcmd> dhcp reload
320 TRE_NOTLOADED - Bad id or server not loaded.
TRE_NOTLOADED - Bad id or server not loaded.
/opt/nwreg2/local/bin/dhcp -v
works and doesn't show any problems
