Console usb cable connection failure

I have both the mini usb and RJ45 blue console cables.

My RJ45 cable has the USB-CVRS9 USB to Serial adapter connected.

At times I have to choose which one to use due to access restrictions on the switch.

I may access our switches with the mini usb cable from my laptop with no issues.

I am not able to access a switch from the RJ45 cable any longer.

I have installed the USB Console 3.1 driver.

Previously on my older laptop with the same setup I could swap cables and just had to swap between COM3 and COM6 but now swapping COM ports gets me the screen but no activity.

I don't see anything on the screen, pressing "Enter" does nothing. I don't see anything different between the two COM port choices, COM3 and COM4 so I'm wondering is this a driver thing or is our IA department causing shenanigans again with our deployment?

I have read numerous posts here which revolve around a similar issue but not the same specifics.

when that's connected do you go into device manager - ports to see which com port its using , it shows up there ? then I set that com port in putty as under serial - com
