Designated router logic

Scenario: Refer the attachment

Priority of 10.1.1.1 is 20

Priority of 10.1.1.2 is 10

Priority of 10.1.1.3 is 0

Priority of 10.1.1.4 is 255

So Router 4's ethernet port will be the desinated router bec priority is 255

If a router want to exchange it database it should forward to designated router.

Any  way this is the broadcast network while i am sending the packet from R1  to hub means at that time itself it will broadcast that packet,

then what is the use of designated router sending again or hub will unicast the packet to only designated router

If the database exchange was broadcast, you're correct it would negate much of the reason for having a DR.  But it's not broadcast.

Not necessarily.  R4 should become the DR when there's a DR election if all 4 were on-line at the time of an election.  But if R4 joined the network after an election, it doesn't preempt.
