there are no routes to reach networks; 2 static routes are wrong on your Router while L3 switch does not have any static routes; Also, IP interface in the 192.168.3.x /24 is missing on L3 switch. How can router talks to L3 switch ? you need to add IP to interface vlan x and vlan x into database or make Fa0/3 not switchport but routeable interface (no switchport)
Syntax for static route command is destination network, destination mask, which way to go ? , i.e.
ip route 192.168.1.0 255.255.255.224 ( my exit interface or my next hop IP)
