Hi
Are you excluding anything in the range , do you have a screenshot of the DHCP pool setup
currently whats used in the pool , is it on a Cisco device or MS server or Linux

Configurations:

ip dhcp excluded-address 10.25.112.1 10.25.112.10

!

ip dhcp pool MUN-VOIP-DHCP-POOL
network 10.25.112.0 255.255.255.0
option 150 ip 10.252.1.5 10.252.1.6
default-router 10.25.112.1
lease infinite

!

!
interface GigabitEthernet0/2.112
description ### LAN_DIST_VoIP ###
encapsulation dot1Q 112
ip address 10.25.112.1 255.255.255.0
no ip unreachables
no ip proxy-arp
no cdp enable
!

The pool is used as you can see for Cisco IP Phones.

Uhhhhh ... This is probably why your DHCP pool is exhausted.

I had removed the "lease infinite", delete the pool and create it again but the result is the same...

And how many phones are there total?

Try re-add the whole pool and re-add exclude range and restart the the dhcp service on the router
service dhcp

I did that but instead to restart the DHCP service I restarted the router :) ... didn't helped

If you've changed the DHCP pool did you clear out the pool?

Yes, I did but didn't helped.

Incase any of the users are holding their ips check show ip dhcp conflict
i presume if you give them a static from same pool it works ok yes
if you create another pool as a test does it work or is it just isolated to this particular pool

The IP Phones are taking their IP addresses dynamically from the pool. After I changed the network in the pool I did factory reset on the phones but didn't helped, also.
There are no conflicts... it is very strange. The router is without support, so I cannot open TAC case. I have searched for bugs but I could't find anything...

How many phones are meant to be using this pool?

Download a free IP address "sweeper", like AngryIP.  Sweep the subnet range.  See how many responsd.

No more than 10 IP Phones. At this point the phones are with static IP addresses from that pool and everything works. If I use the scan no one will reply from the old network.

what happens if you reverse the change and put the old pool back does that work ?

just wondering if somethings been triggered in software as it sounds like you have tried everything , i dont even see your software available anymore looks like its from around 2013 so might be worth taking an upgrade anyway to a newer release that's suggested , if nothing else works
