DHCP: The name in network control block in use

Hi there, thanks for reading.

I have an intermittent DHCP issue.  Random clients won't DHCP (first through SG220 switch; now have swapped in place C9200s).  They 'fix themselves' after a few hours.  The client-side error reads:

An error occurred while renewing interface Ethernet : The name specified in the network control block (NCB) is in use on a remote adapter.

The NCB is the data.

Have you seen this before?

 - If you are in   a transitional phase with different dhcp servers I would recommend to use short lease-times to start with.
