Disabling dynamic learn

dears

 

i am receiving this messages daily

 the same mac address is seen for 3 different IP addresses.

i think this is a cluster.

is this normal or a problem ?

You should be concerned.  I suggest spending some time understanding what is connected to e103/1/24 and e103/1/39 and why those devices are causing a loop in your network.
