I have the same problem. After a reset there is a short window during which the web admin interface at 10.0.0.1:80 is accessible. After that, not only does the page not respond, port 80 is closed until the next reset.
There also seems to be a number of Comcast customers who have discovered this bug, which seems to be present in both DPC3939 and DPC3941T firmware and has lingered for almost two years now.
