EXEC Mode Prompt Resembles Privileged EXEC

I participated in the installation of a new network of some Catalyst 9600 Series layer 3 switches.  They have an annoying trait of all having a CLI prompt that looks like switch# upon login, even without having entered the en command.  I have been trying to figure out how to change it to switch> like it should be but I haven't been able to find out how to do that.

It may be the logged-on user is already privileged imedtiately after logon?

This has been the most common response I have received and I can assure you that it is not in privileged mode upon login and we are required to use the enable command followed by the privileged exect password.
