We just installed a Cisco 4431 router in our Jackson location which is at 6300' altitude. I am wondering why the fan speeds are running close to 18,000 rpm. The inlet temperature is 27 and 31 Celsius for the Inlet 1 and Inlet 2. Shouldn't they slow to a lesser speed?

18000 is a little high. I see them running at:
RPM: fan0 P1 Normal 4288 RPM
RPM: fan0 P2 Normal 9390 RPM
RPM: fan1 P2 Normal 9532 RPM
RPM: fan2 P2 Normal 9360 RPM
It maybe that the room temperature is a little too high and you may want to adjust it and run the "sh env all" again. Also, sometime Cisco device start with high RPMs and than they adjust after a few hours.

It has been powered on and running for 14 hours and still has not adjusted. Is there something else I can check? The room temp is 76 degrees Fahrenheit.

76 is distantly too high. Can you adjust it to 70 or 72 and watch the rpms again?
