final answer .... is cisco router failure for congestion avoidance to control ISP Download internet ?

hello folks

i need final answer .

i need to do QOS and make priority for some traffic over other traffic for internet download .

i have cisco ASR and i had ports like below :

----lan----ASR---------ISP--------------internet

i have no control to ISP and only i have ASR as edge router .

from lan i do shaping for like 3.9 G in the out direction .

but when i go to interface from ASR to ISP and check the in traffic ... its 4G

that mean i was unable to control the congestion and the congestion still occurs on the ISP side and my QOS is not 100 %

i need to know  ,is it possible to do QOS for some traffic for download traffic with cisco ASR for internet traffic ?

i used Hierarchal CWFQ and  had Policy like :

Policy Map isp
Class class-default
Average Rate Traffic Shaping
cir 390000000 (bps)
service-policy internet 

but unable to set  random detect .

#random-detect
random-detect with queueing child policy is not supported

so im gonna so  we cant  force congestion our side and do congestion avoidance our side only !!

i  heard about the equalisers , but i want an answer from cisco experts 

hope i have clear answer to decide my next step

if you want to limit traffic to 3.9 Gigabit, your best option is to use a policer. Can you post the configuration of the ASR ? That would make it easier for us to add the necessary bits...
