I have a 4510 that won't take a "set interface" command as shown in some cisco docs to configure the SL0 or any mgmt ports. Maybe I am doing something wrong. Any help?

as mentioned in previous post it depends on the software the switch runs,
BUT there is not only IOS there also exist CatOS, maybe that's the document you refer to ????
Configure the sc0 Interface on Catalyst 4500/4000, 5500/5000, and 6500/6000 Switches That Run CatOS
so first verify what software you are running
try a "show version" or just "version".

I was not aware that 4500 had versions that ran CatOS and I believe that this suggestion is spot on. set interface sounds much more like CatOS than it does IOS.

There is no set command unless you are in Rommon mode.
Can you provide the exact switch model and the sup you are using? Most newer sups 7, 8, or 9, have a dedicated out-of-band management port that resides in a vrf.
Also, can you explain what you are trying to do?

Yes it is a cisco WS-C4510R+E
Sup 7-E 10GE (SFP+), 1000BaseX (SFP) WS-X45-SUP7-E
I would like to connect the OOBM network to the 4500 mgmt or a vrf type port that can be part of the OOBM network.

So, looking at the data sheet (link below) I don't see an OOB port. If that is the case, then you just need to take a regular port and connect it to the out-of-band management switch. No need for any VRFs.
