HWIC-2FE + Cisco 2821 compatibility

HWIC-2FE is not working on a Cisco 2821. All lights come on at boot and stay on, never shows up in interfaces or config, tried different slots and removed other cards.  Can this document be interpreted to mean my IOS version should be OK? -
