Do we need to configure IGMP on Host, Switch or Router.

It does help if you have a lot of multicast traffic on same vlan IGMP helps , if between layer 3 vlans pim will help , it just makes sure traffic is set to multicast instead of flooding a broadcast

Let me make my question more clear using typical setup:
We have a host connected to the LAN-->Switch-->Router.
Host is the receiver, router sends Membership Query and host responds using Membership Report, PIM is configured on the router's interface towards another router and not towards the host.
There is a switch in between them (Router & Host), we can configure IGMP snooping in the switch, now the question is:
What do we need to configure on the host and the router's interface towards the host that will enable router to send Membership Query and Host to responds using Membership Report.
IMO:
Doubt:
if nothing on the router, then how router will send Membership Queries towards the Hosts?

You need to configure PIM on the inside router interface , toward host , . Your snooping switch need general queries to be able to snooop , it will flood otherwise

1) ip igmp snooping querier
2 )ip igmp snooping vlan xxx mrouter interface x/x (facing the router)
3) Enable pim on the switch L3 interface ( if applicable)
