In plain English: an SPI is a Security Parameter Index and is part of IPSec. In negotiating IPSec Security Associations an index is assigned. Every IPSec message that is transmitted contains the index value which identifies the particular Security Association used for that packet. If a packet is received and the index it contains does not match one of the indexes on the router then it generates an error about invalid SPI.
