You have all the files needed on flash for the upgrade. There is no need to upgrade again if all is working as expected.

BOOT variable does not exist
I've got some good news and some bad news.
First, the good news. The contents of the "packages.conf" is good. The file is pointing to the 16.9.4 packages.
And now for the bad news: The boot variable is NOT pointing to the "packages.conf" file so the switch won't know what to boot.
Fix this by doing the following:
conf t boot system flash flash:packages.conf end wr
And then reboot the switch.

I gave this command and did reboot it gave output like this
Switch#boot
% Bad IP address or host name% Unknown command or computer name, or unable to find computer address
Switch#
Switch#boot
% Bad IP address or host name% Unknown command or computer name, or unable to find computer address
Switch#boot

Switch#boot

Issuing boot at the global prompt ("Switch#") will return that because it isn't a command that is available at this prompt. It looks like you booted fine.
If you boot into ROMMON, it will be "switch:" instead of "Switch>" or "{YourName}>".
Now, if you're missing your config (e.g. you named the switch something else or something is missing) you have a different issue.
