Hi.
How do you download images from the Cisco website?
What level of access is required and how is it obtained?
Could someone please give me typical costs for this access?

To download IOS images you must have a CCO account http://tools.cisco.com/RPF/register/register.do and a valid SmartNet maintenance contract on your Cisco device. The cost of the SmartNet depends on the device. A low end router might only be about $100/yr, but a high end router could be a $1000. What is the device your looking at?

The device has to be registered with Cisco and entitled to download updates. As @Collin Clark describes, that's generally done via a support contract, whose price depends on the platform and its software. Generally a user account has support contract(s) associated with it.
BTW, some support, for some devices is free, often for some limited time. (This might be seen on home or SMB devices.)
Also, Cisco releases some fixes, generally for major security flaws, where a current support contract isn't needed.
