I am having a brain fart...
I am wondering if a port that is assigned to VLAN1, when VLAN1 is Administravely down, will get an IP address via DHCP.

If the DHCP server is in vlan 1 then yes it will get an address.
If the DHCP server is a vlan other than vlan 1 and you are relying on an ip helper-address under the vlan 1 interface then no it won't.
