IPTV Picture issues

Hi,

Scenario: Two switches with two vlans each. Both switches have vlan10 and all devices in thsi vlan have static IP address. Switch A has vlan 20 and switch B has vlan 30. Devices on vlan 20 and 30  use DHCP. 

Problem: When IPTV set top box is connected to Switch B vlan30 and vlan10 on any switch, it works fine; however, the picture is pixelated when connected to Switch A vlan 20. what could be the problem?

That's not enough info to really assist. Do you have the ability to connect a computer to VLAN 20 on SW A and ping the GW and the device providing video and check for packet loss?
