I'm trying to understand the behavior of NetFlow in a VRF environment, or if possible at all. If I understand correctly, only one routing option existed for NetFlow export data packets. NetFlow sends all export data packets to the global routing table for routing to the export destinations specified. Would Netflow work in a VRF environment?

Yes netflow will work on a device with VRF's. The Netflow information is stored and sent from the global routing table.
