Is supported vlan id range  ID 1 to 4094 on catalyst 3650 with LAN BASE Image ?

Reading documentation I discover that Catalyst 3650 with LAN Base image has a limit of 255 Vlans respect the 4094 supported with IP Base license, this means that there a limit on the range of vlan id 1 to 255 or it is only a limit on the number of vlan that can we create on the Switch with LAN BASE Image ?

You can create up to 255 VLANs from range 1-4094.
