My ISP has two radios at my site for internet access. On one of the Radios as u can see on the first graph Vod1.....the upload is always on a ratio of 2:1 upload : download. Now i ask for an explanation and get this..see attachment Vod2. I have a dedicated line 1:1 but i always wonder why the upload doubles or triples the download when we don't have as much uploading or hosting any service.
Any ideas are welcome. Open for discussion.

I suggest you to set your graphs filters to closely match with your ISP ones, as in ISP graphs are every 6 hours and yours are every 20 minutes and thought you have closely matching filters graphs from two different systems might be slight vary depending on the sampling intervals etc having said that you should find a very close pattern.
I guess your concern is why download is always at a limited rate, In that point
by looking at your graphs it seems some sort of shaping happening(or policing -might not event notice the different in graphs) happening somewhere or could be a problematic interface as well, Or may very well be the way its load balanced(you mentioned that you have two links)
have you verified that the graphs been produced from your end are accurately displayed? also look at the configuration and statistics of the outgoing interface if you haven't don't it already
One way to check that is, If you could SPAN the WAN port across to a traffic analyser, similar to wire shark

Prabath.. thnx for the explanation, i guess i really have to live at the mercy of the ISP in this case cuz i don't have cisco routers to get in there and check all the interface states(outgoing & incoming ) , I only use an ADSL router that interfaces between my ISP and my LAN switch.

ok ,then as Reza has mentioned,you should be able to get your ISP to test and qualify your connection.i

If you think you are paying for certain speed/port and are not getting it, you can always ask the provider to do a speed test on your connection. They usually come to your office and run an rfc based test and give you all the results.
