Can someone tell me if I need to purchase a license for IOS 15.1(4)M9 adventerprise which is installed on Cisco 3845 router.
It seems the answer should be "no" but I would like to get a confirmation from someone who knows the subject better than me.

Hello.
ISR1 have no licensing complications, like ISR2 have.
All you need is to download and run adventerprise IOS image.

Are you buying a used Cisco router that already has software installed? If so, and if the purchase is third party, legally I believe the license does not transfer with the hardware.

The router is a part of working network. The problem was a bad IOS which was previously installed. And for this reason we had to change IOS. It was recommended by Cisco to deploy the last one for 3845 platform. We got it but the question was I thought that it the same approach as for ISR G2 platforms regarding licensing. It seems to be that I was wrong!

As Vasilli described, the earlier ISRs don't enforce licensing, you're on an "honor system" but you still have legal liabilities.
