Limit Bandwidth on cisco 3650 IOS XE

Hi all,

After lot of research, I'm not able to find a command that allow me to limit to a specific bandwidth an interface on a Cisco 3650 IOS XE.

The bandwidth limit has to be applied every time, not just during congestion moment. So I think I cannot use QoS command ?

For exemple, I have the interface G1/0/47 which I want to limit at 300mbps. How can I do?
