Limiting B.W on Serial interface

I have two cisco routers connected over E1 via two serial interface on each other , I wants to limit B.W on the serial interface .

Do you mean that you want limit the bandwidth that certain applications can use? The are a variety of QoS mechanisms that you could use for that. Could you explain a little more?
