logging monitor debugging not showing in running config

I have two commands not showing in running config when doing show run

logging console debugging
logging monitor debugging

Using a 2960 switch: 

WS-C2960S-24PD-L 15.0(2)SE4 C2960S-UNIVERSALK9-M

 - The commands by themselves denote that they will only be needed if debugging-tasks are required.
