conf is

interface FastEthernet3/6
switchport access vlan 4
switchport mode access
switchport nonegotiate

spanning-tree portfast
spanning-tree bpduguard enable
spanning-tree guard root
end

Hi
whats connected to it ?
the local NIC sends the mac so if switch is not receiving it and pirt is up its likely the NIC
try a laptop or know working device

BMS device is connected

pop the cable out put a laptop on the port
if the mac is shown issue is with the BMS unit , it will rule out the switchport
usually its the end device 9/10 times when mac not seen and port is up/up
your config is fine
