MAC is deleted or incomplete

What does mean when I see MAC table states Deleted or incomplete ?

You meaning arp table show incomplete, 

If yes then you use staitc route toward ethernet interface. 

You need to add next-hop to static route

This will solve incomplete arp table.

I have one arp table shows states is incomplete and another site shows Deleted 

put in your mind it is WAN and my network using a carrier , this might be a carrier issue , My network is config right and port is up .

For delete' the arp is age out so it delete 

For incomplete check static route you use.
