If i provide a public IP to our MS120 (L2 Switch) and connect it directly to the ISP Mux, would the switch be able to access the internet and register on the Dashboard Cloud?

Yes it is, but why have you configured a public IP directly on the switch interface?

You can use privated Nated IP.

This isn't best practise as the MS has no intrusion prevention or any other security features built into them because they are not designed to be public facing.
