multi area ospf on a single interface

I am in a situation where I need to to do multi area ospf on a single interface as it is now confirmed that the vpls isp will not pass vlan tags.  Juniper I see has this feature, https://www.juniper.net/documentation/en_US/junos/topics/topic-map/ospf-multiarea-adjacency.html

Is there a way on Cisco to do this either with broadcast, non broadcast or point-to-multipoint?

Will I be able to send ipv4 traffic over that and also will that work with ip base routers?

I think in OSPFv2 it looks something like this (excerpt from the document linked below):

 

interface Ethernet 0/0
Device (config-if)# ip address 10.0.12.1 255.255.255.0
Device (config-if)# ip ospf 1 area 0
Device (config-if)# ip ospf network point-to-point
Device (config-if)# ip ospf multi-area 2
Device (config-if)# ip ospf multi-area 2 cost 10
