Hello Brian,
I am afraid that you have a licensing issue:
>> License Level: Lanbase
You probably need an higher level license like IPBase to support netflow
Hope to help

I have other switches with the same license level that are working:
SW02(config)#flow ?
exporter Define a Flow Exporter
monitor Define a Flow Monitor
record Define a Flow Record
License Level: Lanbase
License Type: Permanent
Next reload license Level: Lanbase

Looks like a licensing issue after all. Cisco probably didn't remove the commands in the old IOS initially when it was released.
