What is the best way to monitor a fex? Ideally, I'd like to get a notification somehow if an uplink to a fex fails for whatever reason. SNMP? Callhome?

I assume you mean without the use of a 3rd party SNMP poller/trap collector? You could use EEM to fire off an email when the interface goes down.
