In all seriousness, it has no power attached, therefore is passive and must be regarded as a patch panel.

my (educated) guess is this is a patch panel.
it is a passive module that terminals multiple CATx cables into a module with multiple RJ-45 connectors.
possibly the individual cables/modules can be snapped into a "normal" patch-frame
