POE AP keeps flapping on interface but power is not lost

I have a POE AP connected to a 2960x switch, which keeps triggering SNMP alarms that 'interface is down'. When I look through the logs I see the interface 'flapping' however, I get no log entries for power granted or requested but I do receive the 'lineproto' and 'link' log entries. What condition would normally create a flapping but not loose power?

I have opened a ticket with the AP vendor.

Faulty cabling.

Thank you - I thought that at first; however, since I did not see any CNC issues and used the OTR cli commands, which showed fine, I discounted that path of troubleshooting.

It is a cable issue.  

Pair "C" is the PoE pair.  If Pair "C" is faulty it will not show up as line errors.
