POE issue with non-cisco POE device

Dear Folkz,

I've Tyco DSCi350 model POE camera and connected to cisco WS-C3560X-48P-L  POE switch. The device is not powered on and the link starus is showing as down (L1 & L2  status). Moreover getting the below error frequently.

The switch is running with c3560e-universalk9npe-mz.150-2.SE2.bin.

Below are some observations too

The camera is working while connecting to extreme switch

But not coming up with multiple cisco switches available at customer site.

Cisco IP phones are coming up in the same switchport hence switch POE functionality of the switch is working fine.

The camera will support PoE Power Over Ethernet IEEE802.3af standard.

The switch port where the camera is connected in not coming up. GigabitEthernet0/24 is down, line protocol is down (notconnect)

The power requirement of the DSCi350 model POE camera is 3.6W. The Cisco switch  inline power range is from 4000W-30000W which is higher than the required wattage.

The TDR output shows the cable is faulty, we've  tried changing the cable and also tried by connecting directly to the switch port but device is not getting power at all.

Configuration of the intreface is ,

#sh run int gi 0/24

Building configuration...

Current configuration : 179 bytes

!

interface GigabitEthernet0/24

switchport access vlan 95

switchport mode access

power inline consumption 4000

speed auto 10 100

no snmp trap link-status

no cdp enable

end

please help me out from this problem.

It could be bad patch cable.

CDP is already disabled.
