The time feature you’re looking for is called “energywise” and it’s supported by different Cisco switches.
The one we can recommend is the 2960X-24PD-L – it is simple and smaller, it covers the needs you mentioned-

Nevertheless, if you’re looking for higher performance you can consider 2960XR or 3650.
